Shoghi Effendi entered into negotiations with the government of Israel to exchange some farm land near the border with Jordan for the same acreage in the vicinity of the Shrine and the Mansion in Bahjí. The difficult and protracted talks lasted two years and involved Mr Hautz and Leroy Ioas, who in March 1952, had become the General Secretariat of the International Bahá'í Council and so had become the lead on the negotiations.
