In its message to the Conference of the Continental Board of Counselors to launch the 1st Five Year Plan and Universal House of Justice said, "the training institute is effective not only in enhancing the powers of the individual, but also in vitalizing communities and institutions." It went on to say that "The continued development of training institutes in the diverse countries and territories of the world, then, must be a central feature of the new Plan."
